Lucia Falls Road One Vehicle Roll Over

Two engines and a Battalion Chief from Clark County Fire District 3 responded at 1421 to a one vehicle roll over at the 20900 Block of NE Lucia Falls RD. Units arrived to find one vehicle on its side with one patient trapped. Seven Fire District 3 personnel used heavy extrication equipment to secure the vehicle and remove its top. Once the top was removed, crews were able to extricate the patient from the vehicle. The patient was transported by North Country Emergency Medical Services to Southwest Washington Medical Center.

Rawson Road Two Car Head-on Collision

This morning at 0708 Clark County Fire District 3 responded to a two car head-on collision at 25516 NE Rawson Road. Five units from Fire District 3 arrived to find a high impact accident with both vehicles suffering major damage. The drivers of each vehicle were pinned by the massive wreckage and required heavy extrication. After an extensive rescue effort, one driver was transported by Life Flight to Southwest Washington Medical Center while the second driver was transported by American Medical Response (AMR) to Southwest Washington Medical Center.

Food and Toys!

Fire District 3 is collecting toys and non-perishable food items at the main station in Hockinson (17718 NE 159th ST) until December 21. Firefighters Charlie Campbell and Craig Martinell sort donated food items for the twenty-nine families on this year's Christmas gift list. Last year twenty-seven families benefited from the generous contributions of community members.

Late Evening Accident Injures One in Hockinson

One Person was injured in a late evening accident near Hockinson when the driver lost control of their vehicle and struck a power pole. The motor vehicle collision happened at approximately 11:15 this evening at 164th St and 207th Ave. The vehicle appeared to have been traveling east at the time of the collision. Conditions were very cold and there was slight frost on the road, unknown if weather played a role in the accident. The victim was transported to SW Washington Medical Center. Two apparatus and seven personnel from Fire District 3, along with two personnel from American Medical Response, and three Clark County Sheriffs worked at the scene.

Fire Destroys Home on the East Fork

Fire destroyed a two story home located on the East Fork of the Lewis River this afternoon. The home is located at 17914 NE Cole Witter Road. The fire was reported at 11:53 this morning. The home was fully involved in fire when firefighters arrived shortly after 12:00. One occupant escaped the burning structure with a minor burn. The family dog is still missing. The Clark County Fire Marshals Office is investigating the cause of the fire. 17 personnel from Fire District 3 and Clark County Fire & Rescue responded to the fire. Personnel remain on the scene extinguishing hot spots.

Wind-driven Fire

Fire crews arrived to a fully involved 20' X 30' shop building, a vehicle on fire, and multiple exposures. Despite strong winds and below freezing temperatures, firefighting efforts brought the fire under control within minutes of this 6:57 AM fire. Firefighters from Vancouver Fire Department assisted Fire District 3 at the 11605 NE 142nd Court fire. Cause of the fire is under investigation.

Two Injured in Brush Prairie Collision

Two people were injured this afternoon in Brush Prairie when their small pickup truck left the road and struck a large fir tree. The motor vehicle collision happened at approximately 3:00 this afternoon, just south of the corner of NE Caples Road and NE 159th St. The vehicle appeared to have been traveling north at the time of the collision. Bystanders provided help for the trapped occupants before the arrival of Fire District 3 personnel and apparatus. Firefighters removed the trapped and injured people and placed them on backboards. They were both transported to SW Washington Medical Center. Four apparatus and six personnel from Fire District 3, two apparatus and four personnel from Clark County Fire and Rescue, two ambulances and four personnel from American Medical Response, and three Clark County Sheriffs worked at the scene.

Veterans Day is a time for us all to honor the brave men and women who have served in our Nation's armed forces. This day reminds us that because service members took great risks and made sacrifices even to death, we can enjoy our dearly held freedom. We humbly display the United States flag and the National League of Families' Prisoners of War and Missing in Action flag. These flags represent our heartfelt gratitude toward veterans. Two Rescuers Save A Life

Leslie Ruby and Tracey Rouse administered the Heimlich maneuver (abdominal thrusts) on a Hockinson High School student when food completely blocked his airway. Bystanders stated the student initially had a partial airway obstruction that became a full airway obstruction with color change. Rouse performed the maneuver two to three times. Ruby performed the maneuver twice and the food dislodged. Review of the incident that occurred on May 20, 2009, earned recognition for the rescuers with the Fire District 3 Life Saver Award. Chief Wrightson presented the Award on October 2, 2009, during a Hockinson High School assembly. Fire District 3 encourages citizens to learn life-saving skills by taking a course in CPR that includes learning the Heimlich maneuver. Burning Ban Lifted

Clark County Fire Marshal lifts outdoor burning ban today In cooperation with the Washington Department of Natural Resources, the Fire Marshal's Office lifted its county-wide burning ban today. The risk of wildfires is significantly reduced due to recent rainfall, increased large woody fuel moisture levels and an extended weather forecast that calls for cooler temperatures and additional rain. Starting this year, Clark County has joined other counties in the region by setting a regular "no burn" season from July 15 to October 1. This is to help citizens plan their outdoor burning during more fire-safe times of the year and to eliminate the confusion that may develop due to irregular "no burn" dates from year to year. Citizens must still follow all local outdoor burning regulations and burning permit requirements. Recreational campfires are allowed if built in improved fire pits in designated campgrounds such as those typically found in local, county and state parks and in commercial campgrounds. On private land, recreational fires must be built according to the following regulations: Recreational fires must be built in a metal, stone or masonry-lined fire pit such as those seen in approved campgrounds or home and garden stores. The use of burn barrels is illegal. Fires must not exceed three feet in diameter by two feet in height. Fires must be at least 25 feet from a structure or other combustible material and have at least 20 feet of clearance from overhead fuels such as tree limbs, patio covers or carports. Fires must be attended at all times by a responsible person at least 16 years old with the ability and tools to extinguish the fire a shovel and either five gallons of water or a connected and charged water hose. Completely extinguish recreational fires by pouring water or moist soil on them and stirring with a shovel until all parts are cool to the touch. Silvicultural burning or fires on unimproved lands must be four feet in diameter or smaller. Burn piles larger than four feet require a permit. Firefighter Certification Examination

Only top-quality candidates successfully complete the Washington State Firefighter I (FFI) certification process that complies with the International Fire Service Accreditation Congress regulations. Candidates from across Clark County arrive at Fire District 3's main station in Hockinson, Friday, September 25, 2009, to prove competency. In addition to scoring at least 80% on a written examination, all practical skills require a "pass" score. Randomly selected skill sheets (sixty total) combine to make up realistic firefighter scenarios for evaluating performance. Missing just one step on a skill sheet constitutes a fail. Pre-requisites include extensive training and other certifications (medical and hazardous materials). All of Fire District 3's personnel (both volunteer and career) must become FFI certified in order to pass probation.

Patriot Day Observed at Fire District 3

Fire District 3 observed Patriot Day on September 11, to honor the nearly 3,000 people killed by the terrorist attacks on the United States in 2001. Fire personnel and members of the public assembled at the Fire Station 31 (Hockinson) flagpole at 6:58 a.m. Chief Wrightson opened the remembrance. As the National Anthem played, Firefighters Stiffler and Gray raised the flag and then lowered it to half-staff for the remainder of the day. Captain Hall explained the Ringing of the Bells Captain Bauska rang the bell. Bag Pipes played Amazing Grace. Chaplain Epp closed by delivering a message of remembrance and hope.

Fire District 3 will observe Patriot Day on September 11, to honor the nearly 3,000 people killed by the terrorist attacks on the United States in 2001. Fire personnel will assemble at the Fire Station 31 (Hockinson) flagpole at 6:58 a.m. The public is invited to observe the brief ceremony. Coffee, juice and muffins will be served following the event.

Two Trucks Collide

A logging truck crashed with a fence-company truck sending one person to the hospital by ambulance and scattering a pallet of concrete ready mix on the road. The collision at the 15600 block of NE 119 Street marked the tenth to occur in this general location since May of this year. After extricating the patient, firefighters worked to clear the bulk of the concrete from the road before the arrival of a sweeper unit for remaining dust. Alarm Time: 2:15 PM

Foreign Exchange Student Visits Fire District 3

Foreign Exchange Student Viktoria Johannesen visited Fire Station 31 on Monday August 31. The firefighters gave her a tour of the fire station, emergency apparatus and equipment. Viktoria is 17 years old and lives in Oslo, Norway. She will be attending Hockinson High School during the 2009-2010 school year. Viktoria is anxious to be in the crowd for her first American football game when Hockinson plays Centralia this Friday night. Her interests include learning about the United States and playing basketball. She hopes to earn a college degree after high school and major in International Finance.

Car versus Tree

Firefighters provided medical aid to the sole occupant of this vehicle that crashed into a tree. The collision occurred August 18 at 9:50 PM near the 19600 block of 259 ST. The patient was transported Code 3 by AMR to Southwest Medical Center.

Clark County / City of Vancouver to Ban Recreational Fires

Effective immediately, Clark County and the City of Vancouver will implement a ban on recreational fires. Recreational fires, campfires, and fires in outdoor fireplaces or chiminea type devices are not allowed during this burning ban. This ban is based on weather conditions and community fire safety needs and will remain in effect until weather and fire danger conditions improve. "We havve already seen several significant grass and brush fires this season," said Jon Dunaway, Clark County Fire Marshal. "Although not all of these fires were caused by recreational fires, they are an indication of the volatile conditions we are currently facing. This ban will remove one potential ignition source to help prevent future fires." For the time being, recreational campfires will still be allowed if built in improved fire pits in designated campgrounds, such as those typically found in local, county, and state parks and in commercial campgrounds. Also, cooking outdoors in approved propane or charcoal barbeques is allowed during this burning ban These burning restrictions do not cover federally managed lands.

Hazardous Materials Certification

August 8, 2009, eighteen Fire District 3 personnel participated in the first Hazardous Materials Operations Level certification examination ever offered in Clark County. Test candidates proved competency by scoring at least 80% on a written examination and demonstrating 100% proficiency on practical skills. The final day of testing required hazardous materials experts from Camas Fire Department and Vancouver Fire Department to serve as third-party evaluators during several simulated realistic hazardous-materials emergency events. Testing is based on professional qualification standards established by the National Fire Protection Association. The certification earns the Washington State Fire Protection Bureau and the International Fire Service Accreditation Congress (IFSAC) seals.

Campfire Ignites Wildland Fire

Firefighters arrived to find a 1/10 acre fire with 6-8' flames burning in a logged area near Larch Mountain in east Clark County. The fire, containing snags, stumps and logging debris was brought under control in 45 minutes. The Washington Department of Natural Resources responded to complete mop up and extinguishment. This 12:00 AM fire required 4 engines, 8 firefighters and 2 overhead to control. Campfires are not permitted in this area.

High-Mechanism Collision, Car versus Tree

Firefighters cut through heavy brush to gain access to and extricate a single patient from a vehicle 20 feet over an embankment. The vehicle hit several trees, sheering one, prior to coming to rest just a few feet from a creek. AMR transported the patient to Southwest Medical Center. This 1:00 AM collision occurred at the intersection of 209 ST and 227 AVE, in Venersborg.

Building Fire

Fire crews arrived to find a 15' X 30' outbuilding fully involved in flames, threatening a house within a few feet of the intense heat. Flames shot more than 30' into the air raining fire brands. The building fire damaged nearby trees, threatened several other outbuildings, and caught fire to a large pile of cedar shakes and firewood. Firefighters brought the blaze under control within minutes of arrival. However, they expect to remain on scene for several hours overhauling the fire. The house at 15504 NE 119 ST was unoccupied and appeared abandoned. Clark County Sheriff Deputies restricted traffic on 119 ST for two hours during fire operations. The circumstances are suspicious and the cause is under investigation.

If you live in an area of Fire District 3 that is at risk to wildfire, it is possible our Fire Risk Specialists will be visiting you. The Fire Risk Specialist, along with the homeowner, identifies factors that make a home more vulnerable to possible loss by wildfire. Working with the homeowner, they identify actions the homeowner can take to reduce, or eliminate these risks. Corrective actions are at the discretion of the homeowner. This is an awareness program with the goal of reducing fire hazards and the potential for wildfire to destroy homes. Outdoor Burning Rules

Residential and land clearing burning is closed from July 15 through October 1. Recreational fires under 3'x3'x2' are allowed in all of Clark County without a permit. Only charcoal or seasoned firewood (not lumber) may be used as fuel for a recreational fire. Recreational fires must be used solely for recreational purposes and may not be used for disposal of yard debris or any other material. Recreational fires may not cause a smoke or odor nuisance to surrounding properties. Recreational fires in excess of 3'x3'x2' need a special written permit from Southwest Clean Air Agency. Mail Carrier Vehicle Fire

Fire District 3 responded to a rural mail carrier vehicle on fire this afternoon in Brush Prairie. The fire was reported today near the 13100 Block of NE Prairie Rd at 1:43 p.m. The driver smelled smoke an exited the vehicle before it burst in to flames. The driver was not injured. The vehicle was fully involved in flames upon Fire District 3 arrival. The 1994 Jeep Cherokee was destroyed in the fire. Four firefighters and the Fire Chief responded to the fire with one fire engine and one staff vehicle. The fire was extinguished in approximately 5 minutes. Two large fir trees nearby sustained some smoke damage. Mail still in the vehicle at the time of the fire was badly burned. After the fire was extinguished, Fire District 3 personnel assisted with removing the charred mail so postal employees could attempt to salvage names and addresses. The burned mail was taken by the Postmaster to the Brush Prairie Post Office.

It is true receiving your $1500 check was a "lift" - A BIG LIFT, as it paid off the outstanding amount on the septic tank installation. That was a burden, especially to Jacqueline and myself, it is as if a heavy weight is gone- and we are grateful beyond words. With really only a small group of women to maintain that precious historic school house (and the help of a few "precious" hubbies), such a mammoth bill was weight. Again, the firemen to our rescue. Two-Car Collision

On Tuesday, May 12, at the intersection of 119ST and 152 Ave, two cars collided. Fire District 3 firefighters provided emergency medical care for two patients who were transported to area hospitals by two AMR ambulances. Clark County Sheriff deputies provided scene safety, traffic control, and accident investigation.

Fire Station 32 Addition and Remodel

Construction has started on the addition and remodel of Fire Station 32 in Venersborg. The new addition will provide a two vehicle apparatus bay, individual rooms for four firefighters, and two restrooms. Construction started April 20 and should be completed by August 15, 2009. Fire District 3 set aside funds beginning in 2004 to complete the needed addition. The general contractor estimates the project will employ approximately 50-60 people during construction. The public will be invited to tour the facility at an Open House in September. SCHOOL BUS TRAPPED BY POWER LINES

Fire District 3 responded on March 8th at 1532 hours to the report of a grass fire caused by downed power lines at 232 AVE and 169 ST. Engine 31 and Battalion 31 arrived to find no active fire but instead a school bus trapped between two downed power lines. A brief wind storm caused a tree to fall into the power lines. The bus was full of 25 Hockinson Primary School students. Fire District 3 and school personnel escorted the students off the bus a safe distance from the downed power lines and placed them on another bus for transportation home. 232 AVE remains closed from 169 St to Horne RD while Clark Public Utilities repairs the power lines. Four Fire District 3 units and two Clark County Sheriffs units assisted in blocking the roads and assisting the students. No injuries were reported.

Firefighter Stairclimb

On Sunday, March 8, 2009, over 1500 firefighters from across the globe competed in the 18th Annual Scott Firefighter Stairclimb in Seattle. This unique race to the top of the Columbia Center in full combat gear and self contained breathing apparatus (SCBA) is the largest individual firefighter competition in the world. Three firefighters from Fire District #3 (Brian George, Joe Gray, and Tony Mitchum) competed in the fundraiser for the Leukemia and Lymphoma Society, as well as firefighters from Vancouver and Washougal City Fire Departments. Altogether, the event raised over $640,000 for the Leukemia and Lymphoma Society!

Boy Falls From Moving Vehicle

On March 6th at 1045 hours, Fire District 3 responded to a fall victim at 21216 NE 227 AVE. Engine 33 and Battalion 31 arrived to find an 8 year old boy who had fallen from a moving vehicle. The boy landed on the asphalt street in front of the address. He was quickly assessed by emergency responders who determined his injuries to be serious. Life Flight helicopter was requested to transport the patient. A landing zone was placed at 207 AVE and 209 ST. Life Flight transported the patient to Emanuel Hospital in Portland, Oregon. Medic 27 with Clark County Fire and Rescue and the Clark County Sheriffs Office also responded.

Firefighters visit Tukes Valley School for Career Week

Engine 3-1 from Fire District 3 participated in career week for five different kindergarten classes at the Tukes Valley School. The students had the opportunity to ask questions and interact with the firefighters while on duty. The firefighters discussed fire safety with the students and gave them instruction on what to do when faced with fire in their home. The students also learned more about what firefighters do everyday. The visit ended with a tour of the engine and equipment used by the firefighters. Smoke alarms save lives.

Daylight savings time is upon us (2:00 AM, March 8,), in addition to setting your clocks ahead, it is also a good time to change batteries in all smoke alarms inside your residence. Not only is it important to change batteries in smoke alarms twice a year, it is also important to perform monthly tests of smoke alarms to insure they are in proper working order. The National Fire Protection Association recommends having a smoke alarm on every level of your house, outside each sleeping area, and inside each bedroom. Having an escape route planned and a safe meeting area designated for family members to meet, should a smoke alarm sound, is also recommended.

BATTALION CHIEF JEFF STEWART EARNS NATIONAL FIRE ACADEMY CERTIFICATION

Battalion Chief Jeff Stewart has completed the U.S. Fire Administration's Executive Fire Officer Program (EFOP)at the National Fire Academy. Stewart was awarded the certificate after completing the four year program. Students attend four two-week sessions at the National Fire Academy in Emmitsburg, Maryland, and complete four applied research projects to meet the graduation requirements. Classes include Executive Development, Leading Community Risk Reduction, Fire Service Operations in Emergency Management, and Executive Leadership. The National Fire Academy is the premier training site for the fire service. There are less than 2,500 EFOP graduates worldwide. Battalion Chief Stewart has been a member of Fire District 3 since 1986. He has served as Battalion Chief, Captain, Firefighter, Volunteer Resident Firefighter, and Volunteer Firefighter during his 24 years of service. Fire Near Battle Ground Lake

A structure fire burned a two story home northeast of Battle Ground Saturday February 20, 2010. The fire was reported at 10:31. The home was occupied by a 19 year old male, awaken by smoke he evacuated and called 9-1-1. Fire District 3, Clark County Fire & Rescue,American Medical Response and the Clark County Sheriffs Office responded to the scene. Five fire engines, one water tender,and four staff vehicles responded with twenty fire personnel one Clark County Sheriff and two American Medical Response personnel were on scene. Susan Anderson, Deputy Fire Marshal, Clark County Fire Marshal's Office determined the fire started in the furnace, located in the basement.The fire extended to the main floor of the house. The smoke detectors in the home did not operate during the fire. There were no injuries. Smoke and fire damage were extensive.

Three Car Accident

Fire District #3 responded at 1853 hours to a three car accident east of Battle Ground in the intersection of 199 Street and 167 Avenue. Two engines, one squad, and nine personnel responded. The crews arrived within minutes to find that two of the three vehicles hit head-on. One vehicle had an engine compartment fire that was quickly extinguished by fire personnel. Both vehicles suffered extensive damage while the third suffered minor damage. There were three patients total. Two patients were transported by AMR (American Medical Response) ambulance to Southwest Washington Medical Center.

Auction Bid Winner Takes Birthday Ride

Chandler Rea celebrated his 11th birthday with a ride home from school with three friends in a Fire District 3 fire engine. Chandler's mom Jamie purchased the ride at the Hockinson High School Booster Club Auction in October. Chandler (second child from the left) was joined by John Briggs, Chase Benson, and Drew Henderson. All proceeds from the auction benefit extracurricular activities at the high school. Happy Birthday Chandler!

Cell Phone Caller Saves Life

Fire District 3 was dispatched to a structure fire at 15619 NE Caples Rd, Country Manor Mobile Villa, at 12:20 a.m. this Friday. The report came from a cell phone caller, possibly named Marina, who reported seeing flames coming from a roof of a mobile home. On arrival, firefighters found a single resident still asleep in the home. They woke her up and assisted her out of the house. The fire was contained at approximately 12:50 a.m. extensive overhaul was performed. There were two cats in the residence, one was found alive and in good health and the other is still missing, most likely hiding. The cell phone caller can be credited with saving the resident's life. Without her quick reaction and calling 911, the outcome could have been much worse. Six personnel from Clark County Fire District 3, seven from Clark County Fire and Rescue, and three from Vancouver Fire were at the fire. AMR and a Clark County Fire Marshal Deputy were also on scene. The cause is still under investigation.

Life Saver Recognized

Fire Commissioner Buck Heidrick presents the Fire District 3 Life Saver Award to Dr. Alan Anderson at a Board of Fire Commissioners meeting held Wednesday, January 6, 2010. Anderson was recognized for his efforts in saving the life of a local man seriously injured in a motor vehicle collision on NE Rawson Road,on December 21. Anderson came upon the two-car head-on collision on his way to work at Larch Honor Camp that morning. He stopped to help. Anderson maintained an open airway on the unconscious patient until emergency personnel from Fire District 3 arrived. The patient was treated at the scene and transported to a local hospital by Life Flight Helicopter.The injured man is recovering in the hospital and is expected to survive. Dr. Anderson is the Dentist at Larch Honor Camp.
